Road Map to Approval and Adoption of the Master Plan
You don’t get to vote on this! Only the Mayor and City Commissioners do!

1. Review Master Plan draft between Planning Commission and Oregon consultant.

2. The Planning Commission then adopts a motion to accept the draft as a “Proposed Master Plan”.

3. The Planning Commission forwards it to the City Commission for review and approval.

4. Then the Proposed Master Plan is sent to nearby entities that are given a 63-day period for review including:

a. Cities

b. County planning commission

c. Public utilities

d. Railroads

e. Transportation systems

5. Next, Planning Commission is required to have a public hearing.

6. Then, the Planning Commission votes at that public hearing regarding a recommendation for the City Commission to adopt the Master Plan.

7. At that City Commission meeting, there is a public comment opportunity.

8. Once approved, Oregon consultant will rewrite entire zoning ordinance based on new Master Plan, specific height and lot coverage limitations and setbacks changes.

9. The Zoning Ordinance is then presented to the Planning Commission.

10. At this point, there’s a public hearing in front of the Planning Commission.

11. Then, the Planning Commission votes and makes a recommendation to the City Commission to adopt the zoning ordinance.

12. The City Commission votes on adopting the zoning ordinance. The Planning and City Commission each votes 2 times.

IS THIS MASTER PLAN A FOREGONE CONCLUSION?
If not, then how does the administration plan to incorporate resident opinion even if it is counter to any preconceived conclusions now incorporated?
